Please find enclosed a copy of the report by the Commissioner for Narcotics on his visit to China. It seems to have been useful in forming a good basis for future cooperation. The last sentence of paragraph 19 rang an alarm bell here. Although there have been a few cases of witnesses being brought from China to appear in court in Hong Kong, we are very anxious to avoid requests for reciprocal arrangements. Each case is therefore considered on its merits. We cannot, as you know, afford to get too far into "debt" with the Chinese on such legal assistance.
