Statement by Gu Yingg!, Head of the Delegation of
the People's Republic of China at the International
Conference on Drug Abuse and Illicit Trafficking
(June, 1987)
Mr. President,
Please allow me, at the outsel, to extend to you our congratulations on your election to the presidency of this conference and our best wishes for
success.
This international conference, convened pursuant to the General Assembly Resolution.40/122, is a very important conference in view of the fact that
the scourge of narcotics is one of the serious problems facing the present world, and the fight against this demon constitutes a major event which has a great bearing worlwide on the health of people, the progress of humanity, the development of economy and the stability of society. Hence, the Chinese Delegation is pleased to join delegations from other countries in the deli-
berations on the important issue of narcotics control.

The consistent policies of the Chinese Government on the control of nar- cotics are: to ensure exclusive use of narcotic drugs for medical and scien- tific research purposes by enaction of laps and formulation of plans in the interests of the people; to strictly prohibit the illicit cultivation, produc- tion, trafficking, import and export and smoking of narcotics, offenders of which are punishable by law; and to abide by the principles embodied in the international narcotic tradies and enhance cooperation with national and international narcotic contro agencies with a view to contributing to the in-
ternational efforts for the elimination of the evils of narcotics.
