At 7:30 a.m. the next morning, after a heavy snow
fall overnight, we were taken by Gao and Li to visit the Great
Wall at Ba Da Ling and then the Ming Tombs nearby. Gao spoke
quite good English and equally good French, having served for
some time in French-speaking Morocco and undertaken a number
of assignments overseas.

The next morning, 2 November, the first formal
meeting was held. Jiang Huan-bo, Deputy President, Drug
Administration Bureau Division of Drug Control, M.P.H. who had
signed our the letter of invitation was in the chair. Chen
Yin-qing, Chief, Division of Drug Affairs, Kong Fan-pu,
Pharmacist, and Li Ming-zhu, interpreter were also present.
[It became apparent later in the trip that Jiang, Deputy
President in the Drug Administration Bureau, was the most
senior officer that we had talked to. He is deputy to Li
Chao-jiang, Director of Drug Administration and Policy,
Ministry of Public Health, whom we met only at dinner on 2
