UN CONVENTION ON ILLICIT DRUG TRAFFICKING: EXTENSION TO HONG KONG

1.

Further to Mr Nagler's letter to Clinton Leeks of 21 July (copied to you), we have received the attached comments from our legal adviser.

2.

As you will see from Mr Fifoot's minute, of the two variants suggested by the UN Division of Narcotics, Variant A would appear to be more likely to be accepted by the international community, and would therefore be more appropriate for use in extending the UN Convention to Hong Kong.

3.

I would be grateful for any comments you may have on Mr Fifoot's minute or Mr Nagler's letter, to which we hope to reply

soon.
