1. I enclose a copy of a letter of invitation from the UN Secretary General to participate in the thirteenth meeting of Heads of National Drug Law Enforcement Agencies, Asia and the Pacific Region which will be held in Tokyo from 30 November to 4 December.
2.
I have spoken to the Home Office who have said that they would not normally expect to send a representative to this meeting. I should be grateful to know therefore whether you or David Stockley at the NDIU would see advantage in being represented at this meeting and if so by whom.
3.
If we are to send representatives to this meeting we shall need to let the Division of Narcotic Drugs have details of the proposed participants by 30 September. I should be grateful therefore for your decision on possible participation by 29 September.
