UN Convention on Psychotropic Substances 1971

Thank you for your letter of 11 February 1987 addressed to the Governor regarding the UN Convention on Psychotropic Substances 1971.
From the anti-narcotics policy point of view, we would support the extension of the Convention to Hong Kong. We have already examined the legal, financial and administrative implications locally of such an extension. Although Hong Kong is not yet a party to the 1971 Convention, in practice we are already complying with the majority of the provisions contained in it. That being the case, we do not foresee any major implications should we decide to have the Convention applied
to us.
However, as I mentioned in my letter dated 17 September 1986 addressed to Mr. Nagler (copied to Hong Kong Department, FCO), copy attached, our legal and political advisers would like to have more details concerning the ratification of the Convention by the United Kingdom, before advising on the appropriateness and the mechanism of extension to Hong Kong in the context of the change of sovereignty over Hong Kong in 1997. In this regard, I should be grateful if you would let us have a copy of the actual text of the UK's ratification with declaration of reservations, if any.
It would also be helpful if you would indicate whether the United Kingdom has made any notification under Article 28 to the effect that her territory is divided into 2 or more regions and whether the UK plans to make any such notification, in respect of Hong Kong. You will be aware
