Mr Martin LEE said, however, that until the difficulties over the carrying out of the death penalty had been resolved this would probably be seen as an empty gesture. Mr Mortimer said that the objective of the schemes under discussion was to recover profits made from drug trafficking: the death penalty would not achieve this.

Dr LAI said that following a recent police raid on an illegal mahjong parlour some members of the public had been given heavy sentences for illegal gambling. Many members of the public did not know whether they were committing an offence when they played mahjong in restaurants and other places. Mr Findlay said that in law there was a limit on the amount of rental charged for mahjong sets in restaurants: if the limit was exceeded then the place became a gambling establishment, and if the establishment was unlicensed an offence was committed. Mr Findlay suggested that the rental limit might need to be revised and more publicity given to the provisions.
