As regards the reference to Hong Kong triads setting up operations, including narcotics trafficking, in certain overseas countries, triads have been leaving Hong Kong since the middle of the 19th century. More recently some left Hong Kong in the 1970's and set up operations abroad. However what is now happening is not so much that Hong Kong triads are leaving to set up their own operations abroad, but more so to join already established gangs. In addition there is plenty of evidence to show that local Hong Kong triads participate in joint ventures with their overseas counterparts, some involving narcotics.
