Any party may notify [the Secretary-

General] that, for the purposes of this Convention, its territory is divided into two or more regions, and that for purposes of enforcement measures to be taken under this Convention, each of those regions shall be considered as a contracting party.

The points made in this letter will of course need

to be cleared with the FCO. Accordingly I am copying this letter to the Hong Kong Department of the FCO and to the U.N. Department of the FCO.
