Thank you for your letter of 26th June, 1987 and for the helpful information it contained. We intend to introduce an Ordinance based on the U.K. Drug Trafficking Offences Act later this year or early next year. We have only just begun our policy consideration of the legislation and the degree to which we may depart from the U.K. Act is not yet known.

However, our Legal Affairs Policy Group has recently directed that a draft Ordinance for mutual legal assistance be prepared. I have established a Committee on Mutual Legal Assistance to study the implications of Hong Kong entering into agreements with other countries for the purpose of tracing, freezing and seizing the assets of drug traffickers. The materials sent with your letter will be of much assistance to the Committee.

If we find no impediments to reciprocal enforcement, we would welcome an agreement with the U.K. to that effect.
