DE-STABILISING EFFECTS
We tend to take it as axiomatic that the effects of drug production, trafficking, consumption and the laundering of profits etc have a de-stabilising and damaging effect on the societies and economies of the countries concerned, particularly small states, but we have seen no studies to this effect and would not, from here, be able to produce the kind of evidence necessary for incorporation, for example, in a Background Brief in the Information Department Series.

Is this the sort of exercise your Department might take on? We would certainly find it useful to be able to give chapter' and verse to Ministers, in speeches or on other occasions.

We do not have anything directly off-the-shelf with which to respond to this requirement. But I agree that it is an important subject which we ought to try to tackle.

Mr Penney, the Head of our American Section will coordinate the work but will also include anything we can put together on other parts of the world.
