am grateful for your raising the question of prisoners who have already been extradited to

Hong Kong. In fact over the last 10 years only 3 people have been extradited from the United Kingdom to the colony. The

best approach to be taken here is to review each of those

cases and to consider whether any extradited fugitives are

likely to be in the Hong Kong prison system in 1997 and, if

so, whether the new situation created by the Joint Declaration

means that the requested country in each case should be

consulted and the individual cases reviewed.
