Thank you for your letter of 14 Octoberto Douglas Hurd about the status of
prisoners in Hong Kong after the establishment of the Special Administrative
Region in 1997. I know that you have also been in correspondence with
Simon Glenarthur about this issue.
I know that my colleagues in the Foreign and Commonwealth Office are fully
aware of the need to raise the question of the return and extradition of
fugitive offenders to Hong Kong in negotiations with the Chinese. I
understand that, as Simon Glenarthur has already assured you, we shall seek to
ensure that the terms on which offenders are returned or extradited to
Hong Kong will be respected after 1997.
