sub-paras 6(c), (d) and (e) once ExCo's concurrence has been given, the Governor's concurrence need not be separately sought. Therefore, sub-paras (c), (d) and the first seven words of sub-para (e) can be deleted;

sub-para 6(f) - substitute "when the Governor receives" for "if the Governor concurs with' In this instance, we know from the removal of William Downs in 1985 that after the Secretary of State signed a Removal Order, the next step should be for the Governor to sign a Notification of Concurrence, and then the Secretary of State would sign a Warrant of Reception. For this reason, sub-para 6(f) should preceed sub-para 6(e); and
sub-para 6(j) - I have inserted "section 2(b) of" after "removed under" in the first line. This is to make it clear that the procedures refer only to section 2(b) cases.
I have revised the procedures in the light of the above proposed amendments and attach a copy for your consideration. The amendments are, I think, mostly semantic. I do apologize for not having considered these before and for any inconvenience caused.
I look forward to your early agreement of the revised procedures so that I may report to the ExCo.
