1. I feel considerably ashamed at not having dealt with this before.
2.
You should tell Hong Kong that we foresee no difficulties in their proceeding to replace their forgery and coinage pro- visions by an Ordinance on the lines of the Forgery and Counter- feiting Act 1981. We assume that they will include in their new Act, (as was included in the Crimes Ordinance and is currently in the 1981 UK Act) provisions which give effect to our obligations under the Currency Convention of 1929.
The draft Bill should be forwarded for the Secretary of State's formal instructions i.d.c.
