In response to your Fax of 6 November, I enclose copies of papers which may be of help to you.

Paragraph 4 of Circular 577/60 conveyed a request (not an instruction) to recipients of the Circular to inform HMG of any changes (of legislation) made as a result of the recommendations contained in the accompanying memorandum.

I enclose a copy of a Hong Kong Savingram, no 2524 dated 29 November 1960, which acknowledges receipt of Circular 577/60 and says, in paragraph 2, that "it is proposed to embody these recommended changes in legislation". know whether any such legislation was ever enacted.

I am still trying to discover whether there is a uniform system of periodic reviews of long-term prison sentences in all British Dependent Territories, but in view of the urgency of your request I am sending this interim reply. I will send you further information by telegram as soon as I can.
