during proceedings under the Ordinance award costs against

a party who has caused another party to incur unnecessary

costs and may order that such costs must be paid before

further steps are taken in the proceedings.

24.

Clause 24 authorizes the Chief Justice to make

rules and orders regulating practice and procedure.

25. Clause 25 provides for the application of the Criminal Procedure Ordinance (Chapter 221) to proceedings

under the Bill.

26. Clause 26 enables a judge to extend time limits

imposed by the Bill or pursuant to powers conferred by the

Bill.

27. Clause 27 enables the Governor in Council to

amend the Schedule.

28. Clause 28 makes consequential amendments to a

number of related enactments.

29. Public expenditure will be increased under this

Bill by the extent to which the legal aid costs involved in

preparatory hearings exceed the savings of expenditure due

to shorter trials before juries. There are no Public

Service staffing implications.
