MEMORANDUM FOR EXECUTIVE COUNCIL
RECOMMENDATIONS OF THE BROADCASTING REVIEW BOARD
INTRODUCTION
On 4 February 1986 the Executive Council discussed memorandum XCX (86) 19 which sought the Council's advice on a number of major proposals arising from the Broadcasting Review Board (BRB) Report. The Council provided a preliminary steer and directed the Administration to refine its proposals and
and to return to the Council in due course.

The present paper seeks Executive Council's further advice on the following proposals made by the BRB:
(a) the recommendation that the existing pattern of two television licensees, each operating one Chinese and one English service should continue for the time being;
(b)
the recommendation that the
the development of cable television in Hong Kong should be allowed;
(c) the
recommendation
to
establish
Broadcasting Authority and a Radio Television Complaints Tribunal;
(d)
the

structure, ownership and commercial broadcasting companies;
the recommendation that before the expiry of the commercial television licences, an open tender should be called to award new licences; and
