In our view the Exemption Order should be taken to cover the installation and operation of a broadband cable distribution network by Hong Kong Telephone thus obviating the need for separate provisions in the Cable TV licence dealing with the rights to install ducting etc. which would otherwise be required. Needless to say, we are anxious to clear all questions

questions of licencing in parallel with our application to Department

to Department of Administrative Services and Information SO that should we be granted an operating licence this Summer the pilot start-up phase may proceed immediately. I can be available at short notice to discuss the matter if necessary.
