July 1985, after considering memorandum XCR (85) 146 (Annex A), Members advised and the Acting Governor ordered, inter alia, that the exclusive licence granted to CWHK (the licence) under sections 7 and 34 of the Telecommunication Ordinance (Chapter 106) should be amended to include the provision of private circuits to and from Hong Kong as an exclusive right of CWHK, except as otherwise directed by the Governor in Council. CWHK's exclusive services, as revised, are contained in the First Schedule to the licence (Annex B): the amendment referred to above is reflected in item (1) in the schedule.

Members further advised that 크 direction be made the Governor in Council to exclude, from the ambit of WHK's licence, China Light and Power Company Limited (CLP)'s existing and proposed telecommunication links between Hong Kong and Shenzhen in order to facilitate CLP to establish and operate a microwave link between the sub-stations in Hong Kong and Shenzhen under a licence granted by the Telecommunications Authority, i.e. the Postmaster General.

CLP have now indicated that they wish to establish a number of additional microwave links between Hong

Hong Kong and China. The purpose of this memorandum is to

to seek a general direction, under item (1) of the First Schedule of the CWHK licence, to exclude from the ambit of the licence CLP's present and future external microwave

microwave links for operational purposes related to electricity connections with various points across

the border.

In July 1985, CLP and China Merchants Steam Navigation Company Limited entered into an agreement for CLP to supply electricity to Shekou via submarine cables. supply subsequently commenced operation in May 1986.
