Introduction
On 25 March 1986, the Council considered memorandum XCC (85) 57 (Annex A) which sought Members' advice on the proposed amendments to three of the existing Telecommunication (Exemption from Licensing) Orders (the Exemption Orders) (Annex B). Members advised and the Governor ordered that the proposal should be resubmitted to the Council together with -

the full text of the section of the primary legislation which is to be amended;
such as
an explanation. of how services satellite dish aerials, communal aerials > taxi telephones, facsimile machines and computer terminals will be affected by the proposals; and
an explanation of the concern of Cable & Wireless (Hong Kong) Ltd., referred to in paragraph 4 of the annexed memorandum.
The purpose of this memorandum is to clarify each of these points and to seek Members advice on the proposed amendments to the Exemption Orders. At the same meeting of the Council on 25 March 1986, the question was also raised as regards the reason for a separate telephone line for connection to a facsimile machine. As this point has no direct bearing on the main subject matter of this memorandum, an answer to this is provided separately in Annex C.
