The purpose of this memorandum is to seek members' approval to grant a licence to the BBC
the BBC to operate a broadcast relay station in Hong Kong.
Background

On 6. July 1982, after considering memorandum XCC (82) 82, a copy of which is at Annex A, the Council advised and the Governor ordered that a site in Hong Kong should be offered at cost to the BBC for the purpose of establishing a Far Eastern radio broadcast relay station. The main purpose of this station would be to
to improve the reception of BBC overseas broadcasts in northern China. Subsequently, on 21 June 1983 after considering memorandum XCC (83) 64, the Council advised and the Governor ordered that a site at
site at Tsang Tsui, New Territories, should be made available to the BBC. The land grant for this site has now been approved by the Director of Lands, and the site cleared and resumed ready for occupation by the grantee.

Under Section 7 of the Telecommunication Ordinance a licence to broadcast must be granted before the relay station may commence operation. As the existing statutory forms of radio broadcasting licence are applicable only to stations broadcasting to a Hong Kong audience, it has been necessary to draft a non-standard licence appropriate to the BBC's object of broadcasting to places outside Hong Kong. A licence has now been agreed in detail between the Telecommunications Authority and the BBC. A copy of this licence is submitted for Members consideration at Annex B.
