At the request of the Hon Martin LEE, QC, a Member of the Legislative Council of Hong Kong, I enclose an Opinion by Mr Anthony Lester, QC dated 12 October 1987 and entitled "Film Censorship in Hong Kong and the International Covenant on Civil and Political Rights".

The Opinion, which was commissioned by Mr LEE, relates to the proposed Film Censorship Bill. 1987 which is likely to be introduced into the Legislative Council of Hong Kong in the near future. Mr LEE considers that the bill raises important questions concerning the UK Government's obligations under Article 19 of the International Covenant on Civil and Political Rights relating to the right of freedom of expression in UK dependent territories.

A copy of the enclosed Opinion has already been forwarded to the Hong Kong Government. The purpose of Mr LEE's submitting the Opinion to you at this stage is to ensure that you are personally briefed.

Mr LEE would therefore be most grateful if you would give the Opinion your consideration.
