You also ask about Article 1(2)(a), which defines the term "nationals" for the purposes of the Agreement as -
"in relation to the United Kingdom of Great Britain and Northern Ireland, citizens of the United Kingdom and Colonies".
References in pre-1983 treaties to "citizens of the United Kingdom and Colonies" now have to be read as meaning "British citizens, British Dependent Territories citizens and British Overseas citizens". (We sent a circular to all ether diplomatic missions in London to this effect). Hong Kong people are therefore covered by the term "nationals" in this Agreement. (The term "residents" is, on the other hand, limited to persons ordinarily resident in the United Kingdom, which I take to mean England and Wales, Scotland and Northern Ireland.)
5. I note that various provisions of the Agreement, including in particular Article 2, relate only to Great Britain, ie England, Wales and Scotland. You also ask about the UK/People's Republic of China Joint Declaration. The effect of this is that Hong Kong will cease to be a British colony at midnight on 30 June 1997 and
