I am not against this from a legalistic point of view but I represent the general public and I also represent the views of the academics. When this was discussed at the Ad Hoc

Group Meeting I consulted the Kowloon City District Board Members,

and after discussion we looked at the political situation of Hong Kong and the great sensitivity and we all feel that Regulation 3(a) (7) should be kept in the Bill and the Kowloon City District Board has also asked me to reflect their views to the Ad Hoc group. And after that I also talked to somebody who has been in the film

industry for a long time and we talked about film censorship and he told me that this is a most influential medium and particularly on political themes. It can be treated in a very sensible manner; however, it can also be extremely provocative. He said that Lenin said that films actually are the most influential tool in inciting

the general public: on the one hand it can reflect the actual

situation but it can also create reality and at the same time it 24 can also probably distort the actual situation and give falsity. 25 And at the same time this is a very persuasive group of people and 26 most people in the trade are extremely eloquent in the language of

27 films and, therefore, since we have visual effects, therefore it

is very easy for the audience to identify themselves with people

in the films.

From history we know that a. lot of people

31 were, in fact, incited by films and there were, in fact, a lot of

examples in the period of Nazi Germany and also in Fascist Italy,

and such political inciting of the crowd can actually make them lose themselves and they cannot really tell right from wrong any more. And in the history of films in Hong Kong we also have a lot of such

examples. During the Cultural Revolution in China there was a
