of freedom of expression. I have a lot of respect for Mr. Lee but I hold a different opinion. I would like to stress that the 1987 Film Censorhip Bill is still in the consultative stage. In other words, whether the provision would be retained or in what form it would be retained has yet to be decided. Therefore, if we are to delete the provision of pamaging
7 Good Relations we are, in fact, coming to a decision before

the consultative exercise is over.

This will be contrary to
the spirit of consultation. Besides, the existing regulation is only an interim measure. What we are doing is, in fact,
converting the former film censorship standard into regulation so as to eliminate the doubts over the legal status of the film censorship standard. As a matter of fact existing regulation is the same as measures adopted in the past, and the purpose is to avoid the so-called
unnecessary confusion during the interim period. And therefore in my opinion there is really no need to amend the interim regulation, nor is it appropriate. Why is it necessary to propose the deletion of that clause. Mr. Lee mentioned that a particular session would violate, or would not be compatible 21 with the international covenant, and I don't think we should
22 link this together with illegal detention. And, in fact, a
few weeks ago these regulations had already come into effect and in the interim period we had a number of meetings and Mr. Lee is raising the motion today, and this indicates that
there is no urgency to the matter. Or on the other hand, Mr.
Lee is a very tolerant person. He tolerated the situation for twenty odd days. But, in any case, I thank Mr. Lee for
raising this motion today, thus giving me an opportunity to express my views on political censorhip before the debate
on the Film Censorship Bill. And hones we can regard this debate as a preview to the later pebate.
