As a further demonstration of the very restricted neture of this provision and the care with which it wil1 be applied, the Attorney General has just taken the unusual step of publishing the guidelines for his Chambers will use when considering prosecutions under this section. This step will I hope go some way to allay any concern that the provision might place an unwarranted constraint on the freedom of the press or others to publish news which they believe to be true.

While I have been asked to say that the

Government does not see a case for an immediate review of Section 27 of the Public Order (Amendment) Ordinance, I can assure you that we shall be monitoring its effects very carefully.
