Mr Norman Willis, the TUC General Secretary, has written to the

Secretary of State about the Public Order (Amendment) Ordinance.

How should the Secretary of State reply?

I recommend that the Secretary of State reply on the lines of

the attached draft.

3. The Secretary of State is aware of the background to the present

controversy over this Bill, which was summarised in Mr Layden's

submission of 17 March. He responded on the lines proposed in that

submission to representations by the Vice Chairman of Times Newspapers (on behalf of the Commonwealth Press Union) and the Hong

Kong Foreign Correspondents Club.
