GENERAL

Have noted Chairman Deng's recent statements on Hong

Kong to members of Basic Law Drafting Committee.

Welcome his suggestion that "one country two systems

policy might apply to Hong Kong for a further 50 years

after 2047.

ELECTIONS

Note that Chairman Deng did not rule out direct

elections being introduced in Hong Kong; and that he

shares our view that development of territory's

political structure should continue to be gradual and

prudent.
