Following receipt of a telex from Mr Derek Davies, Editor of

the Far Eastern Economic Review, Dr John Gilbert MP has written to

the Secretary of State about the Public Order (Amendment) Ordinance.

Recommendation

2.

I recommend that the Secretary of State reply on the lines of

the attached draft.

Background

3.

The Secretary of State is aware of the background to the

controversy over this Ordinance, which was summarised in Mr Layden's

submission of 17 March. Mr Davies' telex and, for the most part, Dr

Gilbert's letter are similar to previous representations on this

subject and the draft reply is on standard lines. Dr Gilbert has

however specifically asked about the letter sent to Mr Martin Lee by members of the Registrar General's Department of the Hong Kong Government. The draft reply covers this point.
