Madam,
We are students of Journalism and Communication Department of the
University of Hong Kong. We strongly object to Article 27 of
the Public Order (Amendment) Ordinance. Our reasons are as follow:
Chinese
(1) First of all, we are convinced that Article 27 is unnecessary.
Media in Hong Kong are self-disciplined throughout the years. With keen
competition, any medium which publishes 'false news' will certainly lose
its credibility and circulation. Moreover, electronic media can pick up
any 'false news and clarify the case every half hour. In addition,
Hong Kong has other legislation such as Emergency Regulations,
Defamation Ordinance, and laws on sedition. These are enough to
penalise those individuals causing disruption of public order. Thus, we can see no ground for keeping and revising this clause.
(2) Secondly, the terms are so vague that the clause may be easily
abused by the Government. The Government is still unable to define
'news' or delineate what 'publishes', 'likely', 'alarm', 'disturb' and
'section' of the public actually mean. It only said that we could rely
