film by persons under the age of 18 years as he
shall consider appropriate; or

persons who have attained the age of 18 years.
Board of Review (Film Censorship)

The draft Bill also provides for appeals. A film
distributor aggrieved by a decision of a censor or the
Film Censorship Authority may appeal to a board of review comprising the Secretary for Administrative Services and
Information as the ex officio chairman and the nine other
persons (not less than six of whom shall be non-officials)
as may from time to time be appointed by the Governor.
This provision will enable greater community involvement
in the review process than is provided for under the present Film Censorship Regulations (three officials and
three non-officials).
