(ii) to enact, in their place, a new Film Censorship

Ordinance which will incorporate all the

legislative means by which film censorship is

conducted at present; and

(iii) to introduce a film classification system in Hong

Kong.

Film censorship powers are presently provided

under the Places of Public Entertainment Ordinance.

Section 5(1) of the Ordinance stipulates that no person

shall advertise, present or carry on any cinematograph

display unless the film and any advertisement used in

connexion with such display have been approved for

exhibition. Section 7(1)(h) authorizes the

Governor-in-Council to make Regulations to provide for the censoring of films "on such principles as may be

prescribed in the regulations". The Film Censorship

Regulations empower a film censor to approve, to approve subject to conditions, or to refuse to approve, every film

intended for public viewing. The Film Censorship

Authority, who is the Commissioner for Television and

Entertainment Licensing, is assisted in this task by a
