explain why it was re-making the Regulations, why it did not re-make them when it became aware in 1972 that they were invalid, and would still have to justify the chosen principles of censorship.

Do nothing; i.e. 'let sleeping dogs lie'. As noted in paragraph 14, this would not 'open the floodgates' even if the current Regulations were challenged in the Courts and ruled to be invalid. Nevertheless it may be embarassing for the Government if it did not proceed with the classification scheme proposal.
