(h) The Government had other powers, outside

the film censorship scheme, whereby it could control certain sensitive publications (including films). The Crimes Ordinance (section 10) prohibits any person from doing any act with a seditious intention or from displaying a seditious publication (i.e. a publication having a seditious intention). Seditious intention is defined as an intention.

to bring into hatred or contempt or to incite disaffection against the Government of Hong Kong;

to incite inhabitants of Hong Kong

to attempt to procure the alteration of any matter in Hong Kong otherwise than by lawful

means;

(iii) to bring into hatred or contempt

the administration of justice in

Hong Kong (i.e. as stated in Clause

9 of the Bill);
