HONG KONG: PUBLIC ORDER (AMENDMENT) ORDINANCE

1. Mr Renton has agreed to see Mr Biddulph, President of the Hong

Kong Foreign Correspondents Club, at 4pm on 1 April. I submit

briefing for Mr Biddulph's call.

2. Mr Biddulph is a former BBC correspondent, who still contributes

Hong Kong items to the BBC on a part-time free lance basis.

3.

Background on the present controversy is contained in my submission of 17 March, and in Hong Kong telno 1215. Mr Renton is to see 2 HKJA representatives on the same subject on 31 March. If further briefing is needed in the light of that meeting, I will submit it separately.
