debate has been wide ranging and

comprehensive. I believe it should not be apparent that the amendment I am moving will not inhibit the freedom of expression in Hong Kong, will not limit the freedom of the press and above all will not discourage investigative reporting, It is simply designed to protect the public from a mischief, which could cause them unnecessary alarm.

Finally, I assure Members that the Government will carefully monitor the situation and will review this provision in the light of experience.
