Sir,
Generally,
Within the Government, the decision as to whether
District Boards should be consulted on a particular policy
issue rests with the policy secretary concerned.
such a decision takes into account the degree of public
concern over the matter, the need for the Government to give a full explanation of the proposed policy and the availability of options on which District Boards are to be consulted. Government places great importance on such consultation and will see to it that policy proposals are carefully selected
for consultation with District Boards.
