HONG KONG: FILM CENSORSHIP

I enclose a copy of EXCO Memo XCC(87)34 on Hong Kong's film censorship provisions. The memo encloses a draft Censorship Bill, and explains the background to such а measure.

EXCO decided on 23 March that such а bill should not be introduced into LegCo. However, the papers were subsequently leaked to the Hong Kong press, and EXCO have since agreed that the possibility of such a bill should be explored with the relevant LegCo ad hoc group. We understand that the Hong Kong administration are to discuss revised draft legislation based upon the bill. We have asked to be kept closely informed, and to see a copy of any revised draft.
