1. I refer to Mr Clift's letter to Mr Hum dated 2 June and your minute to me dated 22 June.
2. The points raised are wide ranging and complex. The questions of immigration to the UK and "elsewhere" are certainly outside my sphere of influence and would lie with the Home Office.

The paper also raises the question of employment opportunities
a UK Police Force;
a Commonwealth Police Force; and
in UK and Commonwealth generally.
At a. the usual procedure is that an applicant from a Police Force outside the UK would be expected to resign and apply to join as a recruit. Clearly he/she would be viewed favourably in the light of previous experience.
b. Commonwealth Police Forces are separate and would need to be considered in the light of their respective policies. Common- wealth Co-ordination Dept might assist?
C. Employment opportunities outside the Police world are out- side the brief of a Police Adviser, but again CCD might advise on the Commonwealth position.
5. Although I cannot be of much help I realise these are important issues. I have therefore contacted the office of Her Majesty's Chief Inspector of Constabulary (based at the Home Office) and they have agreed to consider the paper.

As you know, HMCI now has responsibility for the inspection of the RHKP, and would be in a better position to comment.

Mr Barratt and it may be that I could join them for dis- cussions on this issue.
