Since then, considerable nagging has produced a first draft in December (we commented January); a second in March (we commented March); and a third

agains excuse of general election to postpone Hong Kong deadline to March 1988.
3. Time marches on: the deadline cannot be postponed again; we need to consult Chinese well before then (ie must do so at JLG VIII); and Governor wishes to discuss next week. Despite further reminders from us, no sign of redrafted
ODA paper as basis for discussion.

To have a sensible discussion with the Governor we must have an agreed draft by the end of this week ie a clean ODA draft by midday Thursday.
