Explanatory Memorandum
This Bill provides for a new pension benefits scheme for officers appointed to the public service under the Hong Kong Government on or after 1 July 1987. The Bill also provides that some officers to whom the Pensions Ordinance (Chapter 89) currently applies may opt for the new pension benefits scheme. However, in many respects the provisions of the Bill are the same as in the Pensions Ordinance. The attached Comparative Table traces the origins of the provisions of the Bill by reference to the provisions of the Pensions Ordinance.
2. Clause 1(2) states that the date of operation of the Bill will be 1 July 1987.
3. Clause 2 defines the terms used in the Bill. A "serving officer" is defined as an officer to whom the Pensions Ordinance applies but who opts for the new pension scheme under the Bill.
