Why specify 'within 2 years'? Will officers affected by (2) be told that it is a longer period at the time of his retirement. What about those who retire voluntarily or resign?

Add after 'service' in line 3 "in a civil capacity".

Why define what Governor can do? In any case because of his powers of disallowance the paragraph should commence 'The Governor in Counsel with the sanction of the Secretary of State" may amend the Regulations. from time to time. We would not want (d) in in any case. The Secretary of State is under considerable pressure to concede the counting of war service towards all colonial pensions and this is being resisted.

It is unusual in pensions laws to give retrospection the idea being that an officer agrees to work and retire on the terms and conditions applying at that time.

Can be deleted. This is an antiquated regulation which derives from a time when the Civil Service and HM Forces interchanged quite frequently.

There is no provision for averaging if the officer has been promoted within last 3 years. Present Regulations have no provision.
