Regulation 23(b)

I do not think this can be complete as it does not seem to deal with service after the effective date. I would have thought that the officer would only receive anything for the incomplete 3-year period prior to the effective date if further service turned it into a complete 3-year period. When this condition is met the bit before the effective date would qualify at the rate of 1/80th per 3 years and the bit after at 10/675ths per 3 years. Subsequent complete 3 year periods would then qualify at the 10/675ths per 3 years rate.
