The advantages of the proposal are :

those who have FDHs now will be able continue to employ them for as long as both sides are prepared to renew the contracts;

as contracts are not renewed, places will become available for others to employ FDHs;

such an arrangement might just be acceptable to the Philippine Government (paragraphs 12 and 13 below).

The disadvantages are :

there will continue to be an imported labour force of FDHS competing with local labour and thus keeping the wages of local domestic helpers lower than they would otherwise be. As the domestic service market will continue to be dominated by foreign domestic helpers who offer the advantage of being prepared to work full-time, particularly

particularly affected will be those local domestic helpers who would like to work on a part-time basis ;

it will continue to be difficult to argue that such an imported labour force is consistent with the Government's general policy on imported labour (the concerned should possess a special skill, knowledge or experience of value to or not readily available in Hong Kong; or be in a position to make a substantial contribution to the economy of Hong Kong). There may well be pressures from other sectors to be allowed to import labour that does not meet the criteria;

the presence of provoke further helpers to be allowed in from China, although there is reason to believe that the official Chinese policy is against the idea of Chinese domestic helpers going to Hong Kong;
