CONDITIONS OF EMPLOYMENT

FOREIGN DOMESTIC HELPERS IN HONG KONG

INTRODUCTION

On 16 December, after considering memorandum XCC(86)191, the Council advised and the Governor ordered that a further submission should be prepared for the Council containing

(a) proposals

for enforcing the conditions of employment and assessing the consequent implications on the numbers of Foreign Domestic Helpers;

(b)

a proposal based on that at paragraph 17(d) of the memorandum for placing a ceiling on the number of Foreign Domestic Helpers; and

(c) an examination of the implications for Hong

Kong's relations with the Philippines.

The purpose of this memorandum is to seek Members' advice on (a), that is, proposals for enforcing the conditions of employment of foreign domestic helpers (FDHS) in Hong Kong. Members' advice is being sought separately on (b) and (c); that is, whether there should be a limit on the number of FDHS allowed in Hong Kong at one time. In the same memorandum Members' advice is also being sought on whether the wage range for FDHS should be brought up to a level equal to the current wage range for full time local domestic helpers.
