BACKGROUND

The Hong Kong Government has recently revised its rules on the admission of Foreign Domestic Helpers (FDH), mainly from the Philippines, who reside in Hong Kong temporarily to provide domestic service, both for ex-patriate and local Chinese middle and upper class families. There are nearly 30,000 FDH's in Hong Kong.

The recent amendments seek to ensure there is no abuse of the system, and aim to protect the employment rights of local Hong Kong workers.

3. There has been some recent publicity in Hong Kong over these changes and we assume that it is these immigrant workers to whom Dr Marek's question refers. There is no other comparable group of immigrant workers in the territory.

Dr Marek is a member of the Anglo-Hong Kong Parliamentary Group and has frequently asked questions on a wide range of Hong Kong issues. He recently visited Hong Kong.
