BACKGROUND
1.
The Hong Kong Government has recently revised its rules on
the admission of Foreign Domestic Helpers (FDH), mainly from the
Philippines, who reside in Hong Kong temporarily to provide domestic
service, both for ex-patriate and local Chinese middle and upper
class families. There are nearly 30,000 FDH's in Hong Kong.
2.
The recent amendments seek to ensure there is no abuse of the
system, and aim to protect the employment rights of local Hong Kong
workers.
3.
Dr Marek is a member of the Anglo-Hong Kong Parliamentary
