Thank you for copying to me your letter
27 October to David Waddington about the Dependent Territories Quota for 1986. I have also seen a copy of David Waddington's letter of 21 November.
The assumption in para 3 of your letter is correct: we remain of the view that a reduction in the size of the quota would be undesirable.
I note that there is sufficient pressure for permits, particularly from Hong Kong, to suggest that the quota limit of 150 permits for any one Dependent Territory might be relaxed administratively. However, in the light of David Waddington's comments I would be content to see the quota arrangements remain unchanged for the present, at least until completion of the review upon which we all agreed last year.
