ROUTINE
Territories be alloted coverage under the IFRB Plan with the necessary beam or quote footprint unquote (either separately or severally) in view of the implications for their
telecommunications developments especially in relation to future access to international telecom systems. Radiocommunications Division (RD) who are the responsible administration within the DTI for submitting requirements to the IFRB have proposed the following (with appropriate 'test points):

(a) one requirement for Hong Kong
(b) one requirement for Gibraltar
(c) one requirement covering St Helena, Ascension Island and
Tristan da Cunha
(d) one requirement to cover the Caribbean area, that is
Anguilla, Bermuda, Montserrat, British Virgin Islands, Cayman Islands, Turks and Caicos Islands
(e) one requirement to cover Falkland Islands, Falkland Island
Dependencies and the British Antarctic Territory.
RD point out that as the relevant satellite beam may, in many instances, cover more than one dependent territory it seems sensible both on grounds of economy and efficiency to combine where possible, the requirements of dependencies geographically close to each other. This has the added advantage of providing for sub-regional systems. And RD assure us that allotments in any eventual plan to the territories mentioned above, will allow quote patching unquote into the international telecommunications network with relative ease.

We accept that certain administrations (Hong Kong and Gibraltar for instance) will have the necessary expertise to provide their own requirements for submission by RD to the IFRB. We welcome this. Others may however, wish to let RD proceed on
